Double check the alignment of the white 4-pin power cable that fits into the back of the floppy drive. Inserting this cable upside down will cause the indicator light to remain on permanently.

If you've just installed a new floppy drive in your PC and the disk activity light is on all of the time then you have installed the power cable incorrectly.
